This is very westernized thinking. It's rather common for European woman not to shave and thought of as beautiful. Had you been brought up in Europe, you would probably think so as well. Only in more recent years have European woman started removing their body hair in the American fashion.
Imagine being brought up in the Middle East. You would be programmed to believe that woman's skin is blasphemous and must not be seen, hairy or not. Such programmed thinking would seem natural to you.

How to make my hairy legs look clean and cared for?
I have very hairy legs and want to keep them but I wear shorts often and this exposes them. You can wax, which does not make the hair thinner, it just wrecks some of the roots after doing it for a long time so the hair can't grow back as easily. Waxing does last longer, but I am guessing you are hairy like me (lol which is bad!) and for me it only lasts like 1 1/2 to 2 1/2 weeks at best. But it is worth it to get waxed if it really bothers you and you can't keep up with it. I get it professionally done which always lasts longer than doing it yourself does. You can get laser hair treatment but it's thousands of dollars, but if you can afford that I would look into it. Oh and shaving does not make the hair thicker in any way, it just cuts the hair so that it has an end so it feels more rough, it was driving me nuts that people are giving you the wrong info there.
